MaxWaveSpeedKernel<Model>: device reduction functor for max_wave_speed_mf.

Accumulates the max of the wave speeds in both directions at cell (i,j). Named functor (and not an extended lambda): robust device emission from an external TU (add_compiled_model). Body bit-identical to the former lambda. POPS_HD.
